In case anyone is interested, from the point of view of software
development, the script is only to be used when upgrading from a
pre-3.x system to a 3.0 system, and is the only approved method for
doing that upgrade. Not for anything else, and the script won't be
further maintained by software development.  The _system upgrade_
command continues to be maintained and is the official way of doing
upgrades besides the exception mentioned above.

I hear that the escalation group makes changes to the script from time
to time.  That's their prerogative and not related to regular
maintenance that is done to _system upgrade_ that keeps it up to date.
