Headline: redundant step in flash_install
Severity: 2-Major
Build: Submittal 17
Description: Do you wish for this flash to automatically copy
the configuration from the other flash at boot time
rather than running the initial config menu? [N]=20
Is this an upgrade? If you answer yes the current configuration
will be copied to the new flash [N]=20
I'll take that as a 'No' and not copy the configuration to the new
flash.

The 2nd question is confusing because it is redundant. If the user
answers Yes OR No, the script should just end. Then on "system reboot
-s" the user either gets the startup and has the config copied
automatically, OR the user is presented with the OCT. The OCT needs be
changed so that the user can have the option to copy the config from the
other flash if they choose. That is where this option should be, and not
in the flash_install.sh script.
