Just want to note that upgrade to primary flash are not deprecated,
since SEs use this method when installing latest release at new install.
If we don't want anyone to use primary flash upgrade, or have it only as
an internal use, then we have to change our strategy and processes, and
mention that is not supported or make it not possible.

Jay, I thought I would send this to you in case you didn't want it sent
out to a wider distribution.

Just to clarify, the upgrade program will require that the secondary
flash have the dynamic flash layout before proceeding, but it will not
perform the format step itself.  If the secondary flash has the old
layout, the user will have to reformat it with the _system copy init_
command prior to performing an upgrade.  I believe Larry timed the
_system copy init_ command at 70 seconds.

Upgrades to primary flash are officially deprecated, but not disabled in
the software, and should only be performed by QA or DEV.  This should be
in the release notes for 2.2.3 and 3.0.0 if it's not already.
