Ken will only lock the branch when the release is about to ship.   We're
not there yet.

I'm just trying to minimize the risks at this point, which was the
reason for my question, that's all.   All changes at this point *should*
have corresponding P1/P2 defects, however exceptions can be made if
necessary, and the changes are low risk, high reward.   Just trying to
reduce the probability of introducing regressions.

I am unclear about whether Delorean is closed now or just "tight."  I
haven't seen an email saying that it was closed, but yesterday Tim said
that perhaps Ken's email was trying to imply that.  Anyway, I asked
Larry to do this some time ago and I think it was just queued up.  It is
important to remove as it unnecessarily adds close to a minute to
initial boot up time in Delorean.  Something we are trying to cut down
on.  It was only needed in 2.2 to compensate for a broken upgrade
process in pre-2.2 releases.
