Andy (LeFebvre),

I noted in your description of the phase exit criteria that the intent =
is to establish "that the Cougar requirements are understood and =
reasonable".

In Engineering (HW and SW) we have had several months working on Cougar =
and extensive discussion of the requirements. We do understand them and =
can establish that. However, not all meet a test of "reasonableness", =
depending, of course, on ones definition of that term. We have responded =
to the MRD with endorsement in many areas, but fairly firm rejection in =
others. This does not mean that we are reluctant to build the things =
specified, but rather that we find them in conflict with some of the =
other requirements.

This is not surprising and not a bad thing. The MRD was written a long =
time ago, and today we all need a process for refining and updating it. =
That will require hard work in Marketing, and concommitant hard work in =
Engineering. It has no chance of being completed by the Phase Review you =
have scheduled.

So I urge you to redefine the Phase exite criteria to emphasize =
"understanding" and specify that a requirements discussion, negotiatin =
and refinement process is required before we can organizationally =
endorse them as "reasonable".
