It looks like /usr/man is being created by the Kerberos dist target. I
am not sure yet about /usr/local/man.

I tried cleaning these out a year ago with no success.

There are two man directories that still get built in
Delorean.  /usr/man and /usr/local/man. And there's a bunch of man
pages in both.  I thought we axed these from the mtree file and weren't
even creating these directories anymore. How do they keep sneaking back
in? Ahhhhh. AAAAaaaaah.  Aaaiieeee!

Can the mtree program delete subtrees?  Is there a way to specify that
in the file or on the command line?
