To assign a defect, use the change state action "Assign", don't use the
Modify action. I think I'll remove this later capability in the next
schema since it seems to cause too much confusion.

I assigned TED00018506 to myself and I would like to resolve it, but
that's not possible.  If a bug is assigned to me, I should be able to
resolve it.  Can this deficiency be fixed?
