Max,
	I searched around for this file and from what I can tell it was
dropped from the linux distributions. Although there is a man page that
mentions this file that is all there is. The header file is not in the
debian distros and is not on our RH linux desktops.

Should we be using time.h instead? See man tzset.

Tzfile.h - don't know where it comes from. There is a man page "man
tzfile" on linux x86 for it.
