Andy,
   Did the make of bsd-xml2 complete successfully in the initial build
of openbsd?

From the top of the tree try another make bsd-xml2 and see if it
completes.
There was a problem with xml2 wanting to run a configure or regenerate
some perl files.=20

The issue seems to be with xml2.

Maybe make bsd-xml2-clean; make bsd-xml2 will fix it?
