Your right we have a broken bug system. There is no way to do what you
are asking. If I mark the bug fixed it is Paul Hammers problem not ours.

Don't mark it as fixed, it's still a bug, just not a dev bug.  reassign
it to ops or even qa or something.  or unassign yourself and send it
back to triage.  i don't know.  we have a slightly broken bug system.
