Well, I poked at it and it looks like proftpd is buggy or somehow being
balky about it.  The "TimesGMT off" option isn't sticking, even though
the server's local time zone is indeed US/Pacific.

In any case, we're ostensibly a global organization (and we do have
quite a few European and Japanese customers), so I would say having the
times be GMT isn't necessarily a bad thing.
