Something this weird and specific is a bold claim that needs to be
proven before we can recommend a course of action.  What independently
verified evidence do we have that this is actually occurring?

If this is Linux, I would recommend collecting strace -T output and
analyzing it with a keen eye for the truth.  If Sun, the equivalent
truss output.

Case 6593.  Customer is complaining of slow rsync speeds the longer it
runs.  Also cp speeds decreases exponentially the deeper into the
directory structure it goes.

Is there anything we can do to speed this up?
