Okay, I see what's wrong.
You are missing the following link:

openbsd.new -> openbsd/

The Makefile sets: export DESTDIR=3D${PWD}/openbsd.new;
But $PWD which is /homes/andys/src/dev is missing openbsd.new=20
Openbsd.new should be a link to openbsd.
