Ok, we'll need to eventually look at the PCI bus to see why you can't
get to the 1480.  This should work fine, so maybe it's something simple
like a down-rev PROM.

Right now, we have the watchdog running in the 1511, but after thinking
about this some more, we need to also enable the 1125 internal watchdog.
Keep disabling the watchdog for now.
