Wait for a more complete fix. QA has agreed to take Submittal 21 withot =
cheetah. We can wait for the more complete fix to be integrated in time =
for submittal 21. Congrats on finding a simple solution!

I figured out a very simple way to fix the cheetah build so instead of
backing out that other change which affects a half-dozen files, I'm
going to check in this one change to ssc-genlib/genlib-openbsd.c.  The
one thing I'm not sure of is should I integrate this to cg_beta?  Or
should that wait until the more complete fix is ready?
