The SNMP OID mapping to volumes is currently based on order of the
volume list as maintained by evm.  Yes, there is no CLI command to
modify the OID mapping behavior.  A defect (TED23524) has already been
logged to implement consistent mapping across reboots.  We are still
considering how to resolve this issue.
