The descr file is unpacked from the tar ball early by system upgrade and
the script verify_install.sh reads them to identify which files to skip
when doing a checksum and upgrade. If the file is missing though and is
on the tar ball verify_install.sh will install it.

Hmm, now I am wondering if I should just remove these files from these
descr file. Let me think about why they ended up in there in the first
place.

When do these files come into play?  I moved the entries for procps.sh
as well.  Do we need to add those?
