        Attempt to address TED00023034 - Linux kernel crash during
shutdown

        Move the order of when onstor daemons and services are shut down
        to relatively early, instead of after services they count on are
        shut down.  The real problem is probably in the mgmt-bus driver,
        or in the fact that the kernel uses a different address for the
        PCI space than the mgmt-bus driver does.
