Note_Entry: Although I've seen this myself several submittals back,
I can't reproduce it as of sub#13.  Don't know what was
causing it or what fixed it, if it is fixed.

When upgrading to the next submittal, I would recommend
not using the system upgrade, but instead use flash_install,
as currently things are changing a lot and upgrade might not
get a correct file system installed.  Unless of course you
are specifically testing upgrade.

If you do a flash_install, and have it copy the config files
from the primary flash, and then do a system reboot -s, it
should behave properly.
