Correction -- we have not been doing proactive updates of TXRX and FP
PROMs because most machines don't have consoles attached to those
processors. Until the prom-upgrade utility is support in runtime, the
only mechanism to update PROMs is via serial console connections.

We've been holding back upgrading TXRX and FP because nothing supported
in versions past 1.0.2 was deemed as must-have. The change on the TXRX
PROM to support the opt build could be taken care of in TXRX runtime,
which is what I thought we were doing. This is why 1.0.3 wasn't pushed
to every machine that was installed before 1.0.3 was released.
