I saw this when I was upgrading a blank flash. I will look into this
further to see what should be done. It didn't seem to hurt the bring up
of the system. Please file a bug - it can be a minor bug - so I can
track this issue.

That's a good one.  It looks like ucf is getting pulled in by
nfs-common and autofs, both of which should be ashamed of themselves
for doing such a thing.  But somewhere along the line we are chopping
that directory out of the tarball.
