Larry,

The power distributed from the mezzanine boards is shared between the 2
motherboards.  Therefore, there is no way to power off one board without
also powering off the other.

As for the case where one gateway is wedged, this is why each processor
has a watchdog.  If any of the watchdogs expire, then the whole board
should reboot.  If we see a case where a system is stuck, then there's
still some work to do on the watchdogs.
