There's no way to send a signal to the 'controlling' FPGA on the board
from outside the box to force a reboot of the board.  Plus, the only
resources that this FPGA controls are the frontpanel LEDs. =20

If the SSC detects a processor is down, then it can force a reboot of
the whole board.  There's also watchdog protection on the SSC, which
will reboot the whole board if needed. =20
