Some piece of [our] software is causing the chassisd to run slow.  I
believe Max talked about this in a previous cougar meeting.

These look like rcon messages from FP core # 3.  Max or Bill or Jeff.

Overall I would guess the TXRX ain't workin' too well, and these
messages are the result.
