OS_INCL is supposed to be reserved for "linux.h" or "openbsd.h"

At least, that's what I assume 'eee' stands for.

Please fix.  Thank you!  (When fixing, you can now happily get rid of
sm-ipmd-lib/eee.h and sm-elog/eee.h since they are empty.
