Dear Gang,

The time has come to suspend the Coverity work and release those
resources.  The ratio of useful fixes to breakage/distruption/extra
work is horrendous, and it is represents palpable but valueless
risk to the Cougar project.  The money we are spending on the
resources could be put to a much better use.

While those that might know tell me that, with some work, the
Coverity program could eventually provide useful results, the
resources to do that work are simply nowhere near available in these
lean times, and won't be in the foreseeable future.
