Excellent point.  Some of you should also note that the CQ
defect number should *added to* the changelist description, not the sum
total of the changelist description.  Please don't submit a changelist
with a description like "CQ #54574" or "fixes TED68532".  Generic rule
of thumb: you should be able to tell what the changelist addresses just
by reading the description, and without using any external tool like CQ
or even some other changelist #. Notice I didn't say that anyone else
should necessarily be able to tell, but it is nice if you can accomplish
that as well ~:^)
