Hi Ian,

Since we're still discussing some issues, I pulled these changes into
a separate changelist because they need to go in to support testing on
the dev branch by QA, which has now started.

        A timeout framework put in place in support.sh to properly handle
        timing out connections to the phd server, including noting that
        failure in the logs.
        
        Fix numerous other problems with support.sh, for example, no
        logs or upgrade logs from secondary flash have been working
        since 3.0, and certainly never worked in Linux.
        
        Some additional error logging added.
        
        TED00023791 - S-Soak (G8R9): BSD can not fork any more processes
        
        Fix lastest broken attempt to limit the number of emrscron processes.
