Because it's incorrect from the customer's point of view.  If they
incorrectly set the date or time or timezone on the filer, files
touched after that on the filer will [technically] have the wrong
timestamp if they are not running ntp and/or ntp hasn't had a chance to
fix the time yet.  So, while I had an idea in my head that our patch
does not change the timestamps of files on the filer, what will
probably happen if a customer doesn't have a software version with
the DST changes is that they will set the time wrong on the filer,
which will result in files having incorrect timestamps.

Kind of confusing and slightly subtle, so I think we should remove it
just in case it might confuse the customer into thinking the fix isn't
important.
