I believe it is, although I haven't used Outlick in 7 years or so.
Select default output type to plain text and select reply quote string
to be whatever you want.  The general convention is some letter
followed by a space, like "> ".  Some people like "# " or "+ " and like
that.  Most mailers will eliminate the space on multiple replies.
