I created a wiki page from larry's emailed instructions on how to build
a submittal.  It's far from finished -- the AT instructions need to be
filled in for real, not just "beg Vikas".  Same for the submittal
notes, although the build scripts could be modified to automatically
create a list of the changes since the last submittal given a label
convention that is adhered to.  And a checkin comment convention that
people would just adhere to.  Sigh.
