I can't think of a reason why there would be a submittal tomorrow; QA
has to have some time on the latest submittal.  As of late, the
submittals have been "on demand" and I see no reason to change that at
this late date.  I picture us doing 3 submittals between now and the
end, so we should space them out.  One would be on the 24th
itself.  Anyway.

Dev and r400rel are currently the same, so no great double-testing
burden yet exists.  But a quick compile never hurts.  Much.  ~:^)
