Correct, the package system and package management system is dpkg/apt.
Although opensolaris recently (or perhaps not quite yet, I can't tell)
started to roll out it's own package and package management solutions,
it has not had these previously.  So when Nexenta started, they adopted
a popular packaging system in use for opensolaris at the time.  I
believe the whole thing is commonly referred to as Gnu/OpenSolaris much
like Linux is often referred to as Gnu/Linux.
