See my changelist#29293 which has a complete and tested fix for the
issue.  It hasn't passed code review yet by Chris because she isn't
happy with the amount of queries that are done to the clusterdb under
the design of my change, but I haven't had a chance to revisit and
address her concerns.  Personally, I don't care how many times it
queries the clusterdb, but she seems to not like it.
