No such conversation or agreement ever took place.

Keep in mind that the SSC is "gone."  Therefore the daemons need some
modification to make them do the right thing w.r.t. virtual server
functionality as well as the fact that everything is on the same
instance of Linux.

There's plenty of information in the design overview document to
proceed.  You can find it on the wiki.

So, essentially, Bill is mostly right in that some code
testing/debugging can be done by no-oping some of the vsvr stuff.
