Again, bad misinformation.  SEs told us they carry flash cards and don't
mess with any of this upgrade stuff.  SEs have been in earshot many
times when people have said we want to deprecate primary flash
upgrade.  I've not heard any objections at those times.  The only thing
I've heard is that they don't care because they all carry CF cards with
the software they want installed on it.
