I've only had a chance to make it through about half of Max's email so
far, but it's not looking good.  We should talk about it.  Basically it
doesn't look to me like much progress was made since the previous
review.  Bill has a tendency to fight rather than persue compromises or
trades, which makes it harder for himself, as well as the reviewer.
Plus there's a great deal of "hay" making the reviewers job a nightmare.

But that's the micro level, the macro level is more troubling.  This is
a really hard thing he's trying to do, and he's so far just not putting
in the time to do a good job of it.  As I've mentioned before,
hindsight, I should have pushed him harder not to do this.  At this
point the value is nowhere near the number of weeks that have
disappeared while we wait for it.
