I don't see why we need these at all.  Why aren't these name/address
translations simply installed in /etc/hosts like they should be?
Really these things should be handled by APIs and the actual
location/implementation details should be largely unknown to the code,
except for the APIs, that is.  So the long answer is that this problem
needs to be solved in a different way other than just changing or not
changing the file names.
